Neither here in PA. It has to have at least 3 pts per side and 4 pts per side in other areas. But if there were no restrictions - the first one to show it's face (as long as the spikes were 3 inches or more).

Which ever one gave me a clear shot first. If both gave me a broadside shot at the same time, probably the spike. Id take the one that is least likely to have the smaller rack down the road. Even though it may never be a huge buck, I know many places in the midwest where a basket rack 6 pt is a very nice buck.

If I had to shoot one I'd shoot which ever offered a better opportunity. Spike vs fork horn assuming they are both yearlings either could turn out to be a very nice buck at 4 1/2 to 5 1/2 so makes no real difference.
