As the question stands now, it is confusing. There is no "exact number" of cotton balls because you can't break up a cotton ball to fit the number correctly. It's like tax of 6.5% on a dollar. You can't give a cashier a dollar, 6 pennies, then 1/2 a penny. LOL! There is no .984 of a cotton ball!

So, therein lies the problem. The answer IMO is below:

181,436 "complete" cotton balls to be slightly under.
181,437 "complete" cotton balls to be just a hair over.

Since many games involve guessing the closest "without" going over, the answer is:

181,436 cotton balls!

The only mention of weight is the weight of the buck. it dosnt say anything about "how many cotton balls will it take to weight the same as the buck".

i think its one of those "trick" questions.

Like: If a rooster were to lay an egg on top of a barn, which way would the egg roll?

Well.. roosters don't lay eggs... so neither.
