What's in this trail cam picture?

What's this coyote about to pounce. When I zoom on, it looks like a baby bird of prey. Any ideas?

Cant tell what hes about to pounce on but its definately not a fox in that pic.

It's a coyote in its summer coat.

I haven't seen a fox up at camp in about 15 years. Since the coyotes really took hold, foxes are rare. Bobcats and bears are still holding there own, though.
