It's hard to make a water hole when there's no water source there now other than to drill a well and make a pond. I don't think that would be a priority to me. Drilling for ponds in arid areas (like Bostwana) works well, but I don't think that's your situation.
As for clover, it definitely grows best when you have adequate sunlight, rain, and soil. Planting clover in the woods without addressing the soil would likely diminish the growth you need, not to mention the lack of sunlight due tothe canopy of the trees.
