Because you mentioned "management program" I would suggest taking him out of the gene pool based on the fact that he is a 7 pointer. But I dont know what your management goals are.

My management goal is to get as much age on the deer on my property. If that is a 4 or 5 year old 7 or a 4 or 5 year old 10 it does not matter. I am not looking at scores, just mature deer to hunt. Although scores are nice, they are not my top priority.

I wouldn't rule out that being a 1.5. Hard to estimate potential based on one snapshot, but as far as antler score, the 7 points is a big negative. Even if he tops out as a 9 point, hurts the score. Good tine length, kind of hard to predict how the beam length and spread will develop.
