All deer have lyme disease. Lyme disease doesn't effect deer or other wild game due to the high levels of iron. I researched this when I had lyme disease. Taking iron pills help during the two year recovery. I was physically drained for the first six months and then I learned this from John's Hopkins Medical Center.

You would have to do a field sobriety test on the deer. Or, you could always set up an appointment to have blood drawn at a free clinic. The problem is catching the rascles. And when you do catch them, they almost never have two forms of proper identification.

I am at Plainfield Connecticut 30 miles from Lyme Connecticut, Ground Zero for Lymes Disease. The state puts out don't worry about it. I agree with Crimedog above, I think they all have it here , they all have dozens of ticks on them.
