is clover a crop

my father-in-law has about 200 acres, andhe is not allowed to farm it, so for obvious reasons we can not plant crops, however he can plant grass, so we were planning on planting so winter rye, however i have heard that clover is not considered a crop, is this true? and if so where can i find out more info about it?
thanks

I'm guessing he is enrolled in some kind of conservation program. If so, he needs to contact the agency for clarification.

what doe she is not allowed to farm it mean it could just mean it is not zoned for farming which may still let you plant a food plot i had a friend who had the same proplem bought some land right out side of a town and it was zoned residentail but he was able to plant food plots just not farm it

I thought for something to be considered a crop it had to be harvested and sold.
