Sure Deer will move in "hard blowin" wind. Deer will move in all types of less than perfect weather patterns depending on a number of factors. Hunting pressure, time of year (ie. rutt) and number of other things. As far a the wind goes, I have always found deer prefer to hold tight IF they can during strong wind.

I'll tell you this, last night the wind was gustier than hell I mean at some points it sounded like a train coming through the woods. I was pissed at myself because I was hunting a field and not a valley out of the wind. So I sat there anyway not expecting to see anything and at about 20 till 5:00 11 does pop out into the field, not only the field right next to the woods but I am talking they walked out into the almost exact middle of the field where there is nothing but them the wind and the ground and I sat there and watched them graze until it got dark. So yes I think the deer do move when it is windy maybe not the big bucks but some deer still do.
