Here law is,if attached to the skull it needs either a tag or a permit to be in your possession. The permit for found deer skulls is very easy toobtain but it cost $10.60 for each skull & antler. The permit clearly states this animal for personal use/enjoyment only. Legally you are not suppose to move the skull and antler until the permit is obtained.
As far as sheds they are not consider living, nothing is required to possess shed antlers here.

You're not in Ohio are you. I know for a fact that ODNR will confiscate any skull or any antler that has been "cut off". that doesn't have a tag. If you find a skull they will gladly take it from you, and will thank you for calling it in, They will not tag it. [/align]
