And as far as calling the guy and offering to bury it for him? Why not offer to mow his grass or wash his car, too? Heck maybe his house needs painting. Those are HIS responsibilities. God only knows what else he may be doing.

Let him clean up his own mess or have the DNR explain to him his responsibilities.

First find out if he is allowed to hunt the property. If not then it is trespassing; it didn’t get there by itself. If he is allowed, tell and show your farther in-law either way, you may have got a hunting area to yourself now. Let your farther in-law decide whether or not to get the law involved. Make sure you stress how you would not do such a thing.
