Any town hall.

Most Walmart stores.

Hunting Stores like Dicks Sporting Goods or a local Archery shop.

A local DEC headquarters.

If you've never applied for a license - you need to take a hunter safety course in NY.

Go to the local town hall, like Mike said - tell them what you are looking for, they can point you to a course being offered in your area.
