If all this stuff is considered "bait", which is illegal to hunt over in Illinois, then why do all the stores stock pile the stuff right before season starts?

It's not illegal to sell it or buy it, you just can't use it. I think if the stores are displaying a lot of it this year, next year they won't when they figure out sales are down on those products.
