Mineral block placement

I just bought an apple flavored mineral block and some molasses block topper and was wondering if I have to burry the block for the deer to go for it. There is no soil in my feeder pin, it's just rock and grass. Can I just put out the block and put the topper on?

I don't see why not. They're illegal to use in NY.
