Washington - Urgent Alert! Help Repeal I-713

ALERT! IMMEDIATE ACTION NEED!!

Washingtonians for Wildlife Conservation (WWC)
http://www.w4wc.org
2-19-02(Revise for 2-21-02 posting)

Monday night the Senate voted 38-11 to repeal Initiative 713.

The bill (SSB5831) has now moved to the House of Representatives for action.

The "antis" have geared up their allies to prevent SSB5831 from getting House approval and it is up to us to counter their actions and get it passed and sent to the Governor.

YOUR CALLS AND EMAILS TO YOUR REPRESENTATIVES ARE NEEDED IMMEDIATELY!!

This going to the House Natural Resources Committee on Friday, Feb 22nd at 8am. The HSUS plans to fill the hearing with anti-trappers. Your Legislators need to hear from you TODAY!

The general message is: The proponents of I713 lied and mislead the public, not only on moles, gophers, and mountain beavers, but throughout their entire campaign and they continue to lie in their desperate efforts to stop this repeal, which is in the best interests of the public, both urban an rural. The State Constitution, as a sfety valve, provides for the repeal of bad initiatives. (or your own words to that effect) Your representatives need to be contacted through phone calls and then a follow-up Email, if you are able.

It may be necessary to contact their office more than once. Request a "yes" or "no" commitment - be polite, but firm. Remember, you are the voter. You can obtain their individual phone numbers by calling the Legislative Hotline @1-800-562-6000.

The formula for their Email addresses is: Up to 8 letters of the last name_first 2 letters of the first @leg.wa.gov Example: [email protected] Rep. Lynn Kessler Be sure and mention tht you live in their District and include your name(s) and addresses in any Emails.

You can also locate you Representives by going to the WWC site at www.w4wc.org and clicking on the "Tools" section.

Please ask others within your circle to join in this effort. If you are a member and/or a leader of an organization, get your Email message systems going and your phone trees. There is no time to waste!! The action can be unbelievably fast in the political arena and the repeal of this bad initiative will benefit all of us, and the animals too!!

I just sent e-mails out to my Reps. Here's what I had to say. I hope it got my point across.--Shannon

I would like to take a moment to ask for you to support the repeal of Initiative 713 by voting YES on SSB5831. This initiative was passed by the voters of this state only after they were lied to repeatedly by the Humane Society of the United States, the initiative's strongest supporter, as to the extent of the trapping ban. Since this initiative has passed, it has had nothing but negative ramifications for the people of Washington. From urban homeowners' lawns and playgrounds to the rural farmers' land and livestock, the trapping ban has been devastating. A band-aid proposal was brought before the Senate, and they saw it for what it was. It did nothing to address the problems in rural Washington, only those of the suburban areas of the state. The only fair solution to this complex problem is to repeal I-713 by supporting SSB5831. The voters of this state deserve to be treated fairly, equally, and truthfully. Please respond to this e-mail with your position on this legislation. Thank you for your time and service.

UPDATE! * SB 5831 REPEAL I-713 * UPDATE!

Washingtonians for Wildlife Conservation (WWC)
http://www.w4wc.org
2-24-02

The hearing on Friday clearly showed that the HSUS lied!

The next couple days are critical!

This Bill needs to get through the Rules Committee by March 1st or it's
over!

Keep the heat on!

It is ABSOLUTELY CRITICAL that those fighting to overturn 713 get engaged and we only have a few days to get the job done. Get the word out to everyone you can to get involved in this fight now -- today. We can win this fight but it cannot be won by just a small handful of people carrying the load. Get you friends, your neighbors, your customers and your family engaged and get them to contact legislators with the message:

The legislative hearing in the House to overturn 713 clearly proved that HSUS lied to the voters of Washington State and that is totally, absolutely unacceptable. If you vote to do what HSUS wants that means you sanction their lies. If you feel obligated to "fix" any part of 713 you are morally and ethically obligated to fix it all as a matter of fairness and equity to both the rural and urban areas of the state. And the only way to ensure fairness is to overturn the entire initiative.

It is time to stand up and be counted - to stand up and fight -- email every House Natural Resources committee member today -- right now -- and give them the message.

Phil Rockefeller [email protected]
Bob Sump [email protected]

If you have not yet received a confirmation from both your Representatives that they will vote in favor of repealing I-713, keep on them! The "will of the people" is not being served by an initiative that was passed based on lies.

Please use the "Tools" section at the WWC website at http://www.w4wc.org/ to find and email your Representatives.

Thanks guys. I shot every member of the NR Committee, as well as my reps this e-mail last night. One of my reps, Roger Bush, responded this morning with "I'm there." I'll keep you guys posted if I get any more responses by tonight. Stay on 'em guys until they give you their position. They have to know that we aren't going to sit back and watch this fail because they didn't pay attention. They are accountable to the voters. I think I will keep these responses from the NR Committee members and my Reps. If they vote different than they said, I'll refresh their memories with their statement right before I slam them. They work for us. It's time for them to earn their pay.

URGENT! URGENT! - LEGISLATIVE ACTION ALERT - URGENT! URGENT!

Contact Speaker of the House Frank Chopp - email address, phone #'s and mailing address at bottom of email!!!!! Sample Letter included

Calling all outdoor people !

If you have never made a call or sent an email for the good of the cause -then shame on you - but now is your chance to make it up!

Speaker of the House, Frank Chopp has reported that he will not release the repeal of Initiative 713 to the floor for a vote. SSB 5831 would repeal ALL of Initiative 713 and was approved by the Senate by an overwhelming majority last week.

You must contact the Speaker immediately and ask that he allow this to be voted on by the full house.

Sample Letter:

Subject - Please repeal I-713

Mr. Speaker,

The legislative hearing held on Friday, February 22nd in the House Natural Resources committee, clearly proved that the citizen's of Washington were lied to and misled during the campaign of Initiative 713.

The Humane Society of the United States clearly knew that the information put forth in their campaign and in the voter's pamphlet was not accurate. They were informed by both the Washington Department of Fish and Wildlife and the Attorney General's office, well ahead of time, that mole and gopher trapping would be illegal.

The "will of the people" argument put forth by the proponents of I-713 is not valid. The "will" of the Washington voter was manipulated by the lies and deceit - including the very voter's pamphlet many consult to make a decision.

Failure to allow this bill to go to a full house vote is tantamount to sanctioning this deceit and encouraging further lies in the future. That is not acceptable. If you feel obligated to "fix" any part of I-713 you are morally and ethically obligated to fix it all - that, as a matter of fairness and equity to both the rural and urban voters of Washington. The only way to ensure fairness is to overturn the entire initiative.

Mr. Speaker, it is imperative that you give our representatives the opportunity to repeal Initiative 713. I implore you to allow this bill out of committee and released to the floor for a vote.

Sincerely,

You know what really pisses me off about this whole thing is that Rep. Chopp is saying "relax" to the voters. He is predicting that we don't have enough support to repeal the initiative. How can they not see what kind of problems this initiative has caused, and how the people of this state were misinformed before they cast their votes. What a CROCK! I saw where we were about 6 votes off from having our 2/3. I still haven't heard from Tom Campbell, my other Rep. I'll keep shooting him e-mails and start phoning him until I know where he stands. It's time to bow up, and hold them accountable.

Maybe we could start billing the Legislature for lawn repairs, and lost timber and livestock if they fail to fix the problem.

a little something back from the letters...
this is a return letter from one of my navy buddies of mine that i brought in on this.

From: Moores, Kim ([email protected])

Dear Matthew:
"Thank you for your e-mail. The I-713 repeal legislation is dead in the House. More than one third of the House members oppose repeal, meaning the necessary supermajority it would take to pass it, will be impossible."

Thank you once again for your input.
Sincerely,

RE: Washington - Urgent Alert! Help Repeal I-713

Well Nascar88, I don't think that it has made it on the floor. I think that is just a statement based on verbal commitments. I think this is one reason why Chopp doesn't want to send it to the floor. Everyone is assuming that there isn't enough votes to overturn the initiative. I say let it go to the floor and let's see what happens. Then we can hold our Reps accountable if they vote against the bill. We'd know who voted how, and they may not want us to know that.

I haven't received any responses from the NR Committee members. I'll send them another round. I haven't seen anything from Mr. Speaker either. Big surprise! I'll send him another one also. This really chaps my butt. I guess that since they aren't in my district, they don't need to respond to my letters.

RE: Washington - Urgent Alert! Help Repeal I-713

This stuff is tracked by our political consultant. But more importantly I know what my reps had to say and I keep a file on them! And so should everyone!! Both my Reps (after 3 phone calls and 3 emails each) finally said that they will not vote for repeal). My Senator did vote for repeal though. I'm in the 44th, btw.

The WWC funds the HHC-PAC to help get hunter friendly legislators elected. I can't tell you how important it is that every outdoorsman and woman in this state have (at least) an single (individual) membership with the WWC. Without that support the effort will die and the hunter haters will continue to manage this state's wildlife with emotion. We need a strong, unified effort and everyone's help to ensure wildlife management based on sound science and proven management principals. The WWC is that effort. Lawsuits and political action takes boatloads of money. We are fighting national groups. We need you. Please go to the WWC's website and click on "memebership", download the membership form and lend a hand.

While the WWC is just now getting more and more recognition, the effort has been building for over 5 years. We have filed and helped to fund 4 lawsuits (two that pertain directly to 713). The fight has been raging on since the ban of hounds in 1996. But today the WWC effort has 19 major groups scores of individual memembers and is currently representing over 25,000 people! Add in the HHC and CRWM and there is almost 50 groups and 40,000 people! Please join. Please help. The battle is just beginning :)

This is the reply that I got back from my Senator. I appreciate that she responded in a personal way. I have contacted her office before, and always have a positive experience even though we don't usually agree.

I'm sorry, Nathan, that we disagree on this bill. I was supportive of it
until it was amended on the Senate floor to repeal I-713 at which time I
voted against it. I hope there are other bills on which we can agree.

Dear Friends,

Once again we are asking for your help - the timing is critical. Please don't let us down.

Listed below are House members who need to be contacted immediately and urged to vote yes, particularly if you live in their legislative district (LD).

1. Call the legislative hotline (1-800-562-6000) and leave a message for your legislators, if listed. If you don't know your LD, the hotline operator can look it up for you.

2. Be sure that all voters in your residence place their own calls. One call giving multiple names only counts as ONE call and it is numbers of separate calls that count.

3. Follow up with an Email.

4. Emails and phone calls to legislators outside your district will also be helpful. Phone calls would have to be made directly to their office, since the hotline only takes messages for your individual representatives.

5. Emphasize that the public was lied to and duped from start to finish in the proponents campaign and there was no way the public could have made an informed decision. i.e. faked pictures using traps illegal in WA; listing a prominent member of the recreational fishing community as a participant in crafting their Voters' Pamphlet statement (he denied this); their Voters' Pamphlet statement lied (when its been proven they were aware it was a lie well beforehand); the proponents violated public disclosure laws to the extent that the Public Disclosure Commission has sent the case to the Attorney General for further action. The "will of the people" statement is clearly not valid.

6. The initiative process in this state is valuable and to have it bastardized as it has been by the proponents of I713 is wrong and these people and others so inclined need to be sent a clear message that their tactics are not acceptable.

7. Personalize and use your own wording.

8. IT IS IMPORTANT that you get this message and the need for action to everyone in your circle, including co-workers, customers, friends and members of any groups you belong to without delay.

Thanks again.......

People who enjoy the outdoors need to stick together even if you don't do a specific sport. That is how these organizations are destroying our sport - picking it apart a piece at a time. We all need to band together in this for the good of the whole.

RE: Washington - Urgent Alert! Help Repeal I-713

I asked my reps. assistant how many people contacted her and what the ratios were regarding pro/con, here is his answer.

I'd say about 110-120 people emailed her (closer to 200 if you add in the
out of state people). Rep. Dickerson received 10 letters U.S.P.S. all pro
I-713.

Of the people who emailed and were constituents, 3 were pro SSB 5831. The
rest were against the repeal. Probably 40-45 of the folks who were against
the repeal sent in form letters.

Rep. Dickerson has received about 80 emails from people in Virginia,
Maryland, California, Pennsylvania, and Florida, regarding this issue.

This bill is dead according to the article in the newspaper this morning, the house voted it down so they will have to try and get rid of it next year when it only takes a simple majority. heres the article.
