Is it true that taking a doe anywhere west
 
of the Rockies is next to impossible because of restrictions in the regs in any of these western states?

Is the American hunter's best chance to take does to hunt down South?

It's nothing that isn't common knowledge. The trick is getting access.
It's the same in most mountain states.

There are Doe tags available in units that are at objectives or over. Also , last year you could shoot as many Whitetail does as you had tags for in certain eastern plains units here in Colorado. I know unit 102 was one. If you bought 10 tags, you could shoot 10 does. These are called class C tags. You can legally have as many as you can afford until they are gone. Getting permission would be the tough thing, since it is Private. But, evidently they think they have too many. Good Luck!

Then again you have to specify what species.
In my neighborhood the whitetails are thick as fleas in the creek bottoms and if you could get 20 tags for either sex or antlerless you could fill them.
Not so with muleys. There are plenty, but finding them involves more work.
Personally, I like whitetails better for eating anyway.
