BIRD FLU

so i was looking at abcnews.com and they said bird flu is comeing to the U.S.A and Canada from Alaska. they also said there is someone with binculars waiting for the flock. by august it may be on the east coast according to them.
why not shoot the flock if they know which one it is and save us all?
my question is if my dog retrieves a duck/goose with bird flu will she get the sickness too?
they had a cat in Germany i thinkthat was able to get it
just a liitle concerned
