I think it looks like a Blue Heeler coyote cross! Dose it have a tail?

Ya if it were a chupacabra my guess it would be completely hairless and have fangs

Yes,a young coyote with mange. When I zoomed in on it, the coloring of the fur does not look so abnormal. Also, in the first picture you can see mange on it's shoulder. The tail is more than likely hairless and tucked between its legs,
