"Is the public WMA dove fields good places to go? I know the WMA permit is $30, but it is hard to drive to where I deer hunt at times with work."

I hunt Illinois public dove fields, on which they plant sunflowers, I'd assume S.C. does something similar. In my experience, they are good the first few days, but due to hunting pressure, the quality drops off rather dramatically, and you might catch some migrating later, but it's nothing like the beginning of the season.

What is the similar law in VA? I didn't see where it stated you must use non-toxic shot for doves.

Except for waterfowl, each state may set their own laws regarding non tox shot.
