Round here 28 and 20 gauge shells are around the same price.
I heard that a study said the 28 gauge is the most productive round. Something to do with the amount of shot, the recoil, shot string, and several other factors deemed it the best "on paper" load.
I just got one for my wife, but haven't fired it yet.
