You'll get many personal opinions on this one. My preference for a model at the lower side of the price scale is the Remington 870 3.5 Super Mag as it is the only firearm I have ever used that was designed for turkey hunting. Are you referring to the "best' firearm or a model within a certain price range?

this is like asking what is the best rifle for deer hunting?with todays turkey loads,it is not hard to find one that suits your gun and choke.if you don't have a shotgun, pick one you like or that is in your price range and make sure you get one that has choke tubes that can be interchanged.if you are just going to buy a shotgun that will only be used to turkey hunt, there are a lot of different makes and models.they all have the same capabilities with the right choke tube and load. i own a rem 870 exp super mag and do not think there is a better turkey gun.i also have a browning A500G THAT I JUST HAD CARLSON'S CHOKES to cut the barrel to 22" and install a turkey tube for #4 shot.i don't use a shot gun for anything EXCEPT for turkey hunting.

For the money, I don't think you can go wrong with the mossburg 835. It sells for $250-300. Don't get me wrong, there are alot of other good guns out there, but the 835 is the best for the price.
