RE: when do turkeys start calling?
They vocalize all year, the meaning of the sounds they vocalize are dependant upon situation and time of year.As the days lengthen into spring, gobblers begin to feel the rut(urge to breed)part of that cycle is hens searching out toms to mate and in doing so vocalize with many different sounds!Toms on the otherhand will yelp, and display, but really let there presence known by gobbling in many cases in preferred strutzones and on the roost.i can only speak for my own stretch of woods but Mar and April are primetime months to hear the majority of our gobbling related to breeding activity.Know within those months finding a lonely unpressured bird,a gobbler that his hens of gone to nest, early season birds, and right after a early mornin rain storm when things clear off have found to be my most active gobbling experiences...

Maybe theres a late season bowhunting thats open till mid february. I know some states have bow deer seasons that go out at this time. If there bow seasons are structured like KYs, then that means turkey bow season as well. Just food for thought in case this guy reallt isnt poaching.
That being said, no state is open this early for spring seasons.

We all know Spring season isn't open anywhere. Just because some states may have a late deer bow season doesn't mean you can also kill a turkey. I've never heard of a Fall turkey season that runs until mid February. I may be wrong though.
