Can this be fixed / limb problem

Well, I picked up an old Bear Minuteman takedown today and I notice that when I strung it the lower limb seems to be much stiffer than the upper limb. The tiller on top measures 3/4" more at the riser than the bottom. The bow shoots quite well actually, but the way it looks will drive me crazy. I have no idea what caused this, maybe the bow sat in the corner on the top limb or something. When I take the bow down, the limbs are identical in shape. Can this repaired, or should it even be repaired. I was thinking that the lower limb could be worked in the same way you might straighten a twisted limb by using heat. Any advise would be greatly appreciated.

Thanks,

KPC

Chad would be the man probably, but could it be set up for a 3 fingers under shooter? Heard you have to make the bottom limb stiffer.
