That Osage should still be good as long as bugs didn't get it or it didn't check. I'd say go ahead and get the bark off, down to one ring and reduced in size. If you don't have access to a moisture meter you can tell by tapping the end of the stave against the floor. The tone will tell you if it's dry or wet still. A dull thump is wet. Drying wood naturally usually takes a couple years, so you should be good to go. The last Osage snakey bow I made was from an 8 year old stave. Good luck.
