The dnr won't establish disability definitions. If you are able to claim disability from work, unable to complete work, or able to qualify for a handicap placard through your doctor - even temporarily disabled - you would legally be defined as disabled in the context of hunting. Not to mention the spirit of the law is such that anyone without the use of both arms should be enabled to hunt, regardless of legally described disability.

I'd do a little talking with your doc, and then digging into what qualifies as "disabled" within your state. Bottom line, your doc would support that you are unable to draw a bow, which is what would/should qualify you.
