Unknown part on bow
 
Just bought me a new Ross cardiac, a huge jump from my PSE nova lol

Got to lookin over it and got curious,

Where the stabilizer is, directly on the opposite side of the frame is a hole with threads, exact to the size and everything of the stablizer whole...

what is the part called that is supposed to go there?? And is it needed?

Its a hole where you can put a string suppressor

It's called rear stabilizer hole/bushing.

That where a MeanV String Suppressor can also attach!;)

Enjoy your Bow!! I know the new Ross Carnivore is quite a shooter.
