what do I need
 
As far as glue type substances. For fletches, outserts and nocks. Will a normal arrow cutting saw (like the one posted on my other thread at harbor freight) cut carbon arrows? I have a pipe cutter, where you tighten the blade down, spine the cutter around in circles, then tighten more, spin, tighten more, spin. I used it to cut off a shotgun barrel. I don't guess this would work on carbon arrows?

I use Goat Tuff for fletching my arrows. It is the best glue I have ever used.

For inserts I use the Bohning Power Bond. It takes 24 hours to dry, but once it is dry, it won't fall off. I once grabbed one of my Gold Tip arrows that already had the insert glued in. I grabbed some pliers and tried to pull it out, thinking I forgot to glue it. I called in my brother to holdthe other endof the arrow, while I pulled on the insert. I could not get it out.

You do not need to glue the nocks in. They snap in, which allows for rotation for fletching clearance.

I paid $10 for the Goat Tuff and $11 for the Power Bond. They are expensive, but they work.

Yes it will.

never ever use a pipe cutter to cut carbons if you do then you are asking for trouble and most likely a hospital stay to get bits of carbon out of your hand/arm

As for the glue I use 24 hour epoxy for inserts and Beyond Bond for vanes/feathers but goat tuff, power bond and super glue will work on the fletchings.

Here is the jig I thought about getting for starters. If I get pretty good at this and get into buying better arrows then I would like to get the Bitzenburger Dial-O-Fletch. do you have another in mind?

Also, I would like to get INserts instead of the OUTserts but how do you know if they will fit the arrow. I have very slim shafts. They are 230 size. I don't know if thats all sizes. I am asuming thats 2300s. They are very slim, about the diameter of a pencil. I thought about these?

I would suggest you just go ahead and the Bitzenburger jig. I have used a cheaper $20 jig, a BPE, and had terrible results.

As for the nocks- when you order the shafts, the nocks and inserts usually come in the pack. If not, you can just order the nocks and inserts made for the shafts.

I don't know if these come with the nocks and inserts. I dont' really know if these can use INserts because they are so small. But I don't really know a whole lot

They come with nocks, outserts, and epoxy. Inserts will not fit. I have shot the ACC arrows with outserts and didnot have a problem with them.
