You use an incredibly sharp commercially available stripping tool. You will strip off the wrap beneath the fletching, but if you fletch your own, you should be able to put the fletch in the same place, and won't notice.

Capt Ray - I use a Zip Strip tool to strip out a line of the wrap between each vane. Then I peal the three resulting strips off, kind of like pealing a bananna. After that, I wipe off the old adhesive using OOPS! (great product), wipe again with denatured alcohol, let it dry and you're ready to re-wrap and fletch. The hardest part is getting the end of the wrap pealed back so you can peal it off. After that it's a piece of cake.
