need help with bear skulls
 

I just picked up a box of bear skulls that were DIY cleaned. Apparently the previous owner used some sort of hair salon product to whiten 2 of the skulls, the biggest and the smallest. Now the top layer of bone all flaked off and the surface is rough and pourous is there anything I can use to fill this in and create something like the top layer?
