What form tends to make the antlers look the biggest when geting a shoulder mount?

You can do two things. Have the ears back, which somewhat hides the spread.

And if you really want to modify the origional deer you can buy a smaller neck and cut some cape away on the neck. A smaller neck will help the rack stand out better.

Yes ears back will help, stay away from bigger swell forms, semi sneak or sneak is best, don't use an offset shoulder form, never cut cape away from neck to make it smaller, fairly aggressive turn to the head may help, however he is your trophy and if you are proud enough to put him on the wall it shouldn't matter how big the rack looks, it is what it is and if this is a client requesting it of you tell them the same thing. Only pictures can make them look 20+ inches bigger. WCL

I think he ment hide the spread as in not give the viewer the ear width to rack width comparison maing the rack appear less narrow. WCL

they are what they are but if i had a smallish rack buck id get him full sneak head titled slightly back and turned left or right ( which ever direction made his rack look biggest
