Default VA Quota Hunt: Should I Apply for Merrimac Farm Spring Gobbler?

I study in the DC area and this hunt looks like a logical place to apply, since it's easy to get to.
The question is 1) how much luck does one (especially a non-resident) get with drawing a quota hunt in Virginia, if not this hunt, specifically? Do you get your application fee back in the mail like in TN or do they keep it (a whopping $7.50)?
2) Has anyone hunted this WMA before? What did you think?

Well, y'all, I went ahead and paid the $7.50 after my wife said "well that doesn't sound like much!" Whatever the odds of getting drawn, I got the green light that matters---no reason to take it for granted.
