Correct me if I'm wrong but you did get paid for all those hardships and sacrifices you knew were part of the job when you voluntarily enlisted, right?

Being a civilian employee working for the marine corps base quantico, I highly doubt that they will restrict use to only active duty. The Quantico conservation program relies on money that they receive from Base licensing. Without being open to the public, I would think that it would significantly decrease their budget, not to mention the amount of civilians that volunteer to help maintain the wildlife and environment on that Base. If anything it would be up to the Commander of the base, but I just don't see that happening.
