Default What Critter Made This?????

Would like to know what made this hole in this tree? Was thinking it was too low to the ground for a raccoon or squirrel. Tell me what you think. Thanks

Looks like a Pileated woodpecker hole, but I have never seen one so low.

PC world gone awry....even woodpeckers need handicap access.
