So there is a law that says no permanent stands...

So there is a law that says no permanent stands are allowed on public land. Is a ladder stand considered a permanent stand? If the answer is yes, are you still asking if it's ethical to use a stand...

They removed the bottom part of the ladder stand for a reason.
I would never use anyone else's stand, even on public property, unless I talked to the owner first. I feel empathetic with subjects...
