It would be interesting to see who will pick up the difference if there is a shortfall in revenue. I am willing to bet it will be resident hunters.

You can set a price in stone, you cant make anybody pay it. They are use to X amount of dollars coming in, and like any government agency they are not going to settle for less to spend if they don't...
