Check out the Caldwell Sound-Right Ear Muffs. Smith and Wesson also makes a model called "Active Listening." Both are cheaper than Game Ears, but the quality may not be as good.

I am not sure how the fire dept. jacket works, but there are several vest-style safety harnesses out there. I use one made by Gorilla. It is fairly simple to use (but kinda heavy!)....
