I would say it all depends on the area. The amount of sign in the area, the weather conditions, the time of season, etc.

Ive never seen deer eat them, just squirrels. I dont think it would be considered baiting them if the deer are eating them. It would be baiting if you are moving them from their original spot.

My buddy shot a doe earlier this year in the neck. The next weekend I hunted the same stand, she came by and I got her. The wound in her neck was already starting to heal.
