No you do not need to clean the antlers. If they have velvet that that is a totally different story. If they are hard horned than no need to clean. Most people like the bark stuck in the antler bases...

I am assuming you are talking the skull plate. Yes it needs to be cleaned and if it is still bloody I use a mixture of Borax and Baking Soda and cover the entire skull plate. Let it dry out really...
