I would say if other people hunt the same area then kill it, but if you think it can make it through the year let it walk. That is a young deer and has some serious potential.

I could be wrong, but i was told a long time ago, that they do not allow rifle hunting in some states because they feel the terrain is to flat is it would be dangerous.

I would say that 90 to 95% of the people who hunt and bait deer, fish also. How do you catch fish? If you don't have a problem using bait for fishing then why would you have a problem baiting a deer?
