I've been catching them by slow retreiving a jig with a neon Powerbait curly, and when they're really aggresive, nothing beats a Rapala.

Yeah I'm from Pa, Warren to be exact. And I did check on the bobcat permit,but you have to apply between 7/1 and 8/15,and it's lottery style. What's worse,if they don't draw you,you're out 5 bucks!...

In my opinion, I don't think a required permission slip is going to stop a would -be trespasser from trespassing. It would be just 1 more thing to fill out and pay for.
