No it doesnt,when i tried it on my bow i just split my downcable then served it in,i never use those little clamps.
You can get those clamps pretty cheap at any online store or proshop.

I took this hog with a rage 3-blade,didnt pass through but it ran only 40yds and rolled up.the blade came out in perfect condition,cleaned it up and replaced blades good to go.
