You can tell by my login I am partial to the .358 bore, especially the Whelen. Over the last 15 years I have shot many of the recommended powders in the Whelen and you are right on track with RL15, I also like BL-C(2), Varget, AA2015, AA2495 and H4895.
The Whelen is great Elk medicine as well as black bear, even used the 225 Nos. BT for deer. I have prettymuch standardized on the 250 gr. for the Whelen I like the Nos. Part., Speer and Hornady. My Whelen has a generous throat and mag box enabling me to load to a COL of 3.65, I gain about 3-4% more powder using the WW 06 Brass and loading them long. I don't recall my exact loads but they are over the published max for RL 15 and 250 gr bullets. My last chrono'd load went 2620 FPS, but my rifle is an individual and the hotter I load it the more accurate it gets.
