I don't know where I would start with this one.
But, here goes.
1. I would try just neck sizing the cases.
2. Trim the cases to .010" below max.
3. Reprime and load with less of a charge.
4. NOW THIS IS THE IMPORTANT ONE. Have YOUR FRIEND shoot it. After all, its his rifle.

If you still have the problem, and its only with the Federal cases, discard them.
If you have the problem with the different brands, take the rifle to a authorized Remington gunsmith and have him check the headspace,
It might be wise to do this first before any additional firing.

if i do recall somewhere i was reading recently that a lack of pressure will also cause this sort of problem. i dont know how hot the load is but this could be the problem. The different brands of brass could have just enough capacity difference to create pressure differences. If this load is below max try .5g more but dont go over max listing.

I have had this same problem with the Federal brass for my 30-06. I switched to winchester brass and eliminated the problem. I would say if it is doing it with only your Federal brass then you have a brass problem.
