Shotshells charring??

Greets,
I have been using the same load for my shotshells for quite sometime now, never had a problem. It is a fairly mild charge. Yesterday I took my gun out for some plinking. While collecting the hulls I noticed quite a few looked charred on one side or all the way around in some cases neer or at the top of the shell. (like I took a lighter to the plastic on the outside...)
1> these are probably not reusable hulls are they?
2> what the heck is causing this?? I cant figure it out...

Just my uneducated opinion!
