with factory or cast bullets you cast?
its dirt cheap for cast bullet practice ammo, but its not a great deal cheaper than you can buy bulk 9mm ammo,
you can knock out hundreds of cartridges ever hour with a good progressive reloading press at maybe 15-26 cents each cartridge with cast bullets you cast
figure reloads 50 for 10-12 dollars, a box, bulk cheap crap ammos going to cost $15-18 a box delivered
as you can get a good many cartridges loaded at 7000 grains per lb of powder with only 7-9 grains per cartridge and maybe 7-11 cents per primer
add bullet lube or powder coating costs
add the press and mold and sizer cost and dies and it takes a while to break even on 9mm reloads

cheap loaded plinking ammos about 30 cents a shot commercially, thus most people don't reload 9mm unless they want premium ammo there are very good bullets available for accurate and very effective use, but there's more cheap low quality crap, if you don't take the effort to do research

thats considerably different economics than when reloading lets say 458 lott , or 338 lappua ammo where youll easily save several dollars on each reloaded cartridge
