I have a small piece of glass that I set my freshly primed brass on to assure the primers are set to the proper depth. if the cases don't "rock" when I set the primed bases on the glass I know I have achieved proper seating depth. I use a hand tool with no primer tray. I don't mass produce.

Ok got some additional information. The primers he's using are old Winchester primers. Back when they came in a white box with a red and brown stripe across the box.

Could that have anything to do with it?

I got a few bricks I still use on occasion. never an issue for me.

Your friend is not seating the primers deep enough.
