Yes, you certainly CAN work up a load in 270 Win. using IMR 4831. With the 130-grain bullet, you could start with 55 grains and go up from there in half-grain steps until you reach the most accurate load. Or until you see signs of too much pressure. If you have a loading manual that shows IMR 4831 for the 270, do not exceed its' maximum recommendation for the weight of bullet you are using.

Thanks for the info I got some imr4831 and 130 gr. sierra gk.s the dies are one the way and I ordered my brass today let the fun begin.
