Do a google search on Lisa Fithian. She is a long time activist and has been involved in a lot of shady crap over the years. And she is going to MO to stir up trouble.

Protestors don't fear LE and actually like their presence because they know LE generally plays by the rules, even when protesting said LE for allegedly breaking the rules. But they are deathly afraid of being in the sights of angry civilians, because civilians are not trained and disciplined on the same rules as LE.
LE have rules of engagement, civilians don't. LE is there to keep peace and protect others property with arresting those breaking the laws, first on their minds. But based only on what they see themselves, and prove in court in the hopes of getting a conviction. And Jail time being justice.

Civilians main interest will be protecting their own property, lives and livelihoods, in a situation where arresting a treating person will be secondary on their mind. Stopping the treat by what ever means will be their main concern, not a convection after the fact, they have lost everything, and maybe their life.
