I figure this is Liberal election strategy. If they lock up the people that didn' t register they will have taken care of:
- Alliance party members (some Conservatives)
- a lot of people west of Ontario and east of BC
- a good chunk of the aboriginal population

In other words; anyone who usually doesn' t vote Liberal.
