Default Lateral vs Rotate

Not a total scope newbie and thought I knew the answer to this but:

When you adjust the L/R turret on a standard scope is the sight axis moving laterally or rotating?
In other words, if you hold a stick parallel above the barrel, would that stick be 'spinning' or staying parallel to the barrel moving L/R?
Explain the mechanics if possible. Thanks.
