Qualifing

Is there any guide lines to holding a world qualifier? A group of us went to Newport PA. today and were totally dissapointed to find that it was being held inside with a maximum shott of 35 yards. It was not advertised this way. What does it cost to shoot a qualifier? Thank you.:(:(
